National Harmonisation of Temporary Traffic Management Practice

Project background

The safety of road workers and road users at and around road worksites is a key area of concern for Austroads member agencies and industry. This project is harmonising temporary traffic management (TTM) practice through the development and provision of improved technical guidance, the harmonisation of the training environment for TTM practitioners, a registration framework  for organisations seeking to deliver TTM services and a national approach to recognise new and innovative devices and solutions.

To facilitate decision making, a dedicated Task Force of senior representatives from all Austroads member agencies was established. Furthermore, the national harmonisation of TTM practice was mapped across a three-stage implementation plan, with progression from one stage to the next being dependent on Austroads Board approval.

The three stages are identified and comprise the delivery of the project as presented below.

Stage 1 comprises:

  • Undertake a benefit cost analysis on national harmonisation of TTM practice initiative – completed
  • Settle outstanding policy issues concerning the national training framework and finalise the TTM national training programs and their associated skill setscompleted
  • Develop the Austroads TTM national training material for each of the TTM national training programs consisting of:
    • Traffic Controller 1 – completed
    • Traffic Controller 2 – completed
    • Traffic Management Implementer 1 – completed
    • Traffic Management Implementer 2 – completed
    • Traffic Management Implementer 3 – completed
    • Traffic Management Designer 1 – under review
    • Traffic Management Designer 2 – under review
    • Traffic Management Designer 3 – under review
  • Develop under the national training framework for TTM the Registered Training Organisation (RTO) framework detailing the process for an RTO to become an Approved Training Provider (ATP) to deliver temporary traffic management training, the oversight and audit mechanisms and renewal/termination – completed
  • Develop under the national training framework for TTM the necessary legal agreements – completed
  • Implementation of a national assessment scheme for traffic control devices to harmonise practice and reduce the burden associated with individual jurisdictional assessments (i.e. Austroads Innovative Temporary Traffic Management Device and Solution Assessment Scheme - AITDSA ) – completed
  • An update to the Austroads Guide to Temporary Traffic Management to Edition 1.1 – completed
  • Update the business process to ensure the AGTTM continues to represent best practice for Australia and New Zealand – completed.

Stage 2 will:

  • Provide consistent TTM practice delivery via the National Registration Framework For TTMcompleted
  • Prepare Austroads with the necessary collateral and information to tender and procure its IT Registry System – underway
  • Identify the Austroads resource requirements to operationally manage the Austroads IT Registry System – underway
  • Participating agencies develop their adoption pathway – underway.

Stage 3 (not commenced) will:

  • Build and release the Austroads IT Registry System that will allow online electronic management of entities, individuals and qualifications consistently across participating agencies.
  • Develop a framework to identify, measure and assess the benefits and success of the Austroads  IT Registry System.
